This is Amy Pond's house.

This is the second floor hall of Amy Pond's house.

Why is there a third floor staircase?

I'm on to your little game, Moffat...

Unless the rear of the house has a half-third floor. It happens sometimes here, that a house will have a half-second floor or be a split level.

There was a story just before the finale which featured a one story building with a staircase to a non-existent second floor. Then hints that Amy's house is "too big" and "has too many empty rooms."
